Crazy! Although it might just be travel tour ad as opposed to national PR campaign. But who knows.
I think basically all travel and tour ads are national PR campaigns and usually sponsored on some level by the national tourism boards. So, it is both I believe. But you really can do this – I know some people who went on a tour arranged from Seoul. Of course, you only get to see the “Potemkin villages”, and there is a “tour guide” watching your ass at all times. You go nowhere alone…
